Choose rocket upgrades in Zombie Air Force when rockets are the attack you want to develop for your next session. Keep the purchase tied to a stated effect and your aircraft's progression, rather than assuming every weapon called a rocket shares the same upgrades or costs.

Keep the aircraft and weapon identity together
The Little Bird carries rocket pods alongside its minigun and cluster launcher. Its upgrades are earned through its Armoury tree even though the aircraft unlock is immediate. If that helicopter is your intended rocket platform, keep the aircraft's own progression in view.
Do not treat the Little Bird unlock as a purchase of every weapon improvement afterward. Aircraft access and earned upgrades answer different questions. First decide whether you want to use that aircraft; then decide how you want to develop it through play.
Prioritize rocket development only for a repeated job

If you cannot afford the improvement connected to your intended role, saving can be better than buying a cheaper but unrelated node. That is a budget choice, not a requirement to finish the entire rocket branch before playing again.
Return to battle with a target priority and a role for the squad.
